According to the National Unions of Students in Europe (ESIB) 2007 report the issue of student workload was the most neglected principle of ECTS (European Credit Transfer and Accumulation System). Still got to read what the new one (2009) says.
As far as I know, a lot have been done in Finland. We still face a lot of challenges, though.
I have been preparing a seminar at SAMK, a seminar related to a student workload project we have participated with five other universities of applied sciences. For my presentation I chose some occassional module descriptions.
Just few examples (e) of a 3-ECTS-credit course and the student's average workload:
e1) approximately 81 hours
e2) 3 x 27 hours, of which 40 hours direct contact teaching
e3) direct contact teaching 7 hours, exercises 35 hours, going through the text book and other material independently 25 hours, preparing for the exam and the exam 14 hours.
Oh yes, about 80 hours equals to 3 ECTS cr. The scale of the way of thinking the student's work needed for learning is rather wide.
